The county Public Service Board of Bungoma wishes to recruit competent and qualified persons to fill the following vacant positions as per constitution of Kenya 2010 Cap 11 and Section 235, and the County Governments Act 2012, Section 45, 50, 51 and 59.

Duties and responsibilities
 

The chief officer shall be the authorized officer in the department of Gender, Culture, Youth and Sports and shall be responsible to the County Executive Committee Member of the department.


Duties will include:
  1. The administration of a County ministry;
  2. Formulation and implementation of effective programs to attain Vision 2030 and sector goals;
  3. Development and implementation of strategic plans and development plans;
  4. Implementation of policies and regulations;
  5. Providing strategic policy direction for effective service delivery;
  6. Ensuring compliance with National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya; and
  7. Performing any other duties as may be assigned by the County Executive Committee Member.
Requirements:
  1. Be a Kenyan citizen.
  2. Have bachelor’s degree from a University recognized in Kenya.
  3. Possession of a Master’s degree in a relevant field will be an added advantage.
  4. Have a vast knowledge and experience of not less than 10 years in the relevant field, five of which should be in a Management position.
  5. Demonstrate through understanding of County development objectives and Vision 2030.
  6. Be result oriented and a strategic thinker.
  7. Have excellent communication, organizational and interpersonal skills.
  8. Have capacity to work under pressure to meet strict deadlines.
  9. Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
  10. Satisfy the requirements of chapter six of the constitution.
  11. Demonstrate understanding and commitment to the values and principles as outlined in article 10 and 232 of the constitution of Kenya.
  12. Be computer literate.

Duties and Responsibilities
 
The Sub-County Administrator shall be responsible for the coordination, Management and supervision of the general administrative functions in the sub-county unit, and will be answerable to the Chief Officer, Public Administration.

Duties will include:-
  1. The development of policies and plans
  2. Coordinating developmental activities to empower the Community
  3. The provision and maintenance of infrastructure and facilities of Public Service
  4. Exercise any function and powers delegated by the County Public Service Board under Section 86 of the County Governments Act 2012
  5. Facilitation and coordination of citizen participation in the development of policies and delivery of services
  6. Coordinating the Management and supervision of the general administrative functions
  7. Ensure effective service delivery
  8. Ensuring compliance with the National Values and Principles of good governance as outlined in Article 10 and 232 of the constitution of Kenya ; and
  9. Performing any other function that may be assigned by the Chief Officer.
Requirements
  1. Be a Kenyan citizen
  2. Be a holder of a bachelor’s degree from a university recognized in Kenya
  3. Have a working experience of not less than 10 years
  4. Have qualifications and experience in administration or Management
  5. Satisfied the requirements of Chapter Six of the constitution
  6. Demonstrate understanding and commitment to the Values and Principles as outlined in Articles 10 and 232 of the constitution of Kenya
  7. Be computer literate
